Eagan is boxed in by freeways — I-35E through the middle, Highway 77 (Cedar Avenue) on the west, Highway 55 and I-494 across the north. Coming south and west toward us, Cedar Avenue or Highway 13 out of the Cedar Grove area is generally the least congested option, especially compared to 35E during the evening rush.
